//Return the published browser kernel and user-agent major versions.
- Effect: none. Read-only. Safe to retry with bounded backoff.
- Contents: the Open API surface returns published kernels only, while the Local API surface filters by the running client version, so the two surfaces can return different sets. The list changes as new kernels are published.
- Note: an upstream failure yields an empty list rather than an error, so treat an empty result as inconclusive.
- Open API: only published kernels are returned, regardless of any client.
